The latest in a long line of improvements to the procedures of transferring or retaining personalised number plates is the new form V317. This replaces two previous application forms and can be used to both transfer a registration number or put it on retention. It also has a new feature whereby the owner can transfer ownership to a new person by appointing him or her as grantee, previously only a nominee could be specified. This is really useful when the number is being sold as the new owner now has all powers to deal with DVLA in respect of that registration number unlike the previous situation when the new owner just had the right to assign.
